Department of Consular Affairs

The Department of Consular Affairs is responsible for:

• Protecting and looking after the interests of citizens abroad, and following up on these interests, in coordination with the missions abroad or the diplomatic missions accredited to the State, and with ministries and other government bodies.
• Preparing the rules and instructions that regulate consular affairs in line with the applicable laws, regulations and decisions, informing the missions abroad of these instructions, and following up on their implementation.
• Preparing instructions for issuing and renewing citizens' ordinary passports and, where needed, travel documents, in accordance with the established rules, and informing the missions abroad.
• Attesting certificates, documents and papers issued by ministries, government agencies, diplomatic missions and offices of international organisations accredited to the State, and collecting the prescribed fees.
• Ensuring the proper collection of fees for visas issued by the missions abroad.
• Taking the necessary action on manual visas granted on ordinary passports outside the electronic visa system.
• Receiving and delivering judicial documents, letters rogatory and requests for legal assistance between the State's competent authorities and foreign parties, through the missions abroad or the diplomatic missions accredited to the State, in coordination with the competent authorities.
• Coordinating with the competent authorities on the State's exercise of control and inspection rights over foreign-flagged vessels and their crews, as well as vessels and aircraft registered in the State when they are in other countries.
• Coordinating with the competent authorities on assistance to foreign vessels, aircraft and their crews, receiving notifications of their entry into or passage through Qatari waters and airspace, and issuing transit permits for non-commercial navigation and aviation in Qatari waters and airspace.
• Issuing landing, take-off and overflight permits for civil and military aircraft, in coordination with the competent authorities.
