Minister of State for International Cooperation

Her Excellency Dr. Mariam bint Ali bin Nasser Al-Misnad


Her Excellency Dr. Mariam bint Ali bin Nasser Al-Misnad was appointed Minister of State for International Cooperation at the Ministry of Foreign Affairs by Amiri Decree No. (4) of 2024.  

By Amiri Decree No. (78) of 2024, issued by His Highness Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar, Her Excellency was appointed Vice Chairperson of the Board of Directors of the Qatar Fund for Development.  

His Highness Sheikh Tamim bin Hamad Al Thani , Amir of the State of Qatar,also issued Amiri Decree No. (62) of 2025 appointing Her Excellency as a member of the Board of Trustees of Qatar Museums.

Previously, Her Excellency was appointed Minister of Social Development and Family Affairs by Amiri Decree No. (4) of 2021.

Her Excellency has held several leadership positions, including Executive Director of the Administrative and Financial Sector at the Doha Institute for Graduate Studies; Executive Director of the Orphan Care Center (Dreama); Executive Director of the Protection and Rehabilitation Center for Women and Children (Aman); Regional Director of Communication and Awareness Campaigns at the Education Above All Foundation; Director of the Media and Communication Department at the Social Rehabilitation Center (Al-Aween); and Executive Director of the Cultural Center for Childhood.

Her Excellency holds a Bachelor of Arts in Humanities and English Literature from Qatar University, an Executive Master’s degree in Strategic Planning and Business Administration from HEC Paris, and a PhD in Public Administration from Hassan II University.

Her Excellency has served on several national committees, including the Childhood Committee of the Supreme Council for Family Affairs, the Advisory Board of the College of Public Policy at Hamad Bin Khalifa University, and the Advisory Board of the College of Public Administration at the Doha Institute for Graduate Studies.

Her Excellency Mariam Al-Misnad has received numerous awards in the field of social responsibility, most notably the International Ambassador for Orphans Award, which she received twice, becoming the first Gulf woman to earn this title. She also received the 2021 International Excellence Award in Social Responsibility from the Regional Partnership for Social Responsibility, the Humanitarian Competence Award for her humanitarian initiatives targeting vulnerable groups, and the International Honorary Award for Empowering Persons with Disabilities.

Her Excellency has led and contributed to numerous initiatives and projects, including the Empowerment for the Elderly initiative, projects providing educational opportunities for disadvantaged groups in conflict and humanitarian disaster zones, and the Family Village project, which offers comprehensive educational, health, and social care for orphans. She has also spearheaded several community awareness campaigns.

In the field of international humanitarian work, Her Excellency is recognized for her leadership, particularly as Chair of the Advisory Board of the Center for Conflict and Humanitarian Studies at the Doha Institute for Graduate Studies. She has represented the State of Qatar on several international committees, including the Committee on Women, the Committee on Disability, and the Economic and Social Committee, and has served as Chair of the Board of Directors of the Regulatory Authority for Charitable Activities.
