Mediation

In its foreign policy, the State of Qatar adopts an independent, neutral, and flexible policy based on dialogue, preventive diplomacy, mediation, good offices, and peaceful resolution of disputes, which is an effective tool for preventing conflicts and maintaining international peace and security. As stipulated in Article 7 of the Permanent Constitution of the State of Qatar issued in 2003, the Qatari foreign policy is based on the principle of strengthening international peace and security by means of encouraging the peaceful resolution of international disputes, which has become a key pillar of the foreign policy of the State of Qatar.

In its good offices and mediation, the State of Qatar is committed to the Charter of the United Nations and the rules of international law. The State of Qatar also stresses the importance of the role of the Security Council and the international community in supporting and consolidating mediation and preventive diplomacy. It also strengthens its efforts in establishing international peace through its multiple strategies.

The State of Qatar has played a mediating role in many conflicts and regional and international issues for at least two decades. It has also exerted unremitting efforts to mediate between conflicting states, factions, entities and parties that belong to different political and ethnic backgrounds. In addition, the State of Qatar has sought to contain many of these conflicts at the request of concerned parties and without interfering in their sovereignty or internal affairs. Qatari mediation also seeks to bring points of view closer, achieve reconciliation and lay the foundations for a peaceful political resolution in order to reach common ground and sustainable and effective solutions for the conflicting parties.


Mediation efforts of the State of Qatar

  • 2007  The State of Qatar mediated in the Yemeni conflict and reached a cease-fire declaration
  • 2008  The State of Qatar mediated between the Lebanese factions, and the Doha Agreement was signed in the State of Qatar
  • 2009  The State of Qatar mediated between the Yemeni government and the Houthi group, and an agreement was signed.
  • 2010  The State of Qatar mediated between the Republic of Sudan and the Republic of Chad, and the Doha Agreement was signed
  • 2011  The State of Qatar mediated an agreement to stop the armed conflict between Djibouti and Eritrea
  • 2011  The State of Qatar mediated between the Sudanese government and the Darfurian armed movements, and the Doha peace agreement for Darfur was signed.
  • 2012  The State of Qatar mediated between the Palestinian Fatah Movement and Hamas, and the Doha Agreement was signed.
  • 2015  The State of Qatar mediated between the conflicting Tabu and Tuareg tribes in Libya, and a peace and reconciliation agreement was signed in Doha
  • 2020  The State of Qatar mediated between the United States of America and Taliban, and the Doha Peace Agreement was signed in Afghanistan. The State of Qatar also hosted the negotiations between the Afghan parties
  • 2021  The State of Qatar mediated between the Federal Republic of Somalia and the Republic of Kenya to restore diplomatic relations between the two countries
  • 2022  The State of Qatar mediated between the Chadian Transitional Military Council and Chadian political and military movements

Combating corruption and terrorism

  • The State of Qatar affirms its condemnation and rejection of terrorism in all its forms and sources of financing, including violent extremism. It continues to work with international partners in combating it. In addition, it is keen on the full implementation of the United Nations strategy to combat terrorism, and will continue to move forward with its policy of maintaining international peace and security.
  • The State of Qatar plays an influential and positive role in the region and the world by supporting peace processes and promoting good offices in conflict areas. This role contributes to preventing the spread of extremism and terrorism.
  • International cooperation is a fundamental pillar upon which the State of Qatar relies in combating terrorism, violent extremism, money laundering and terrorist financing through various channels that include mutual legal assistance, exchange of investigations, distribution of results, and automatic exchange of relevant information between the supervisory authorities and their counterparts in other countries.
  • The Ministry of Foreign Affairs is an active member of the National Counter Terrorism Committee, which supervises the efforts of the State of Qatar in combating terrorism and violent extremism in the country.
  • The Qatari Ministry of Foreign Affairs is an active member of the Board of Directors of the Regulatory Authority for Charitable Activities. It is represented by His Excellency the Special Envoy of the Minister of Foreign Affairs for Counter-Terrorism and Mediation in Conflict Resolution.
  • The Qatari Ministry of Foreign Affairs is also an active member of the National Committee for the Prohibition of Weapons, which focuses on the physical threat posed by weapons of mass destruction. It mainly works to achieve the objectives of the international agreements ratified by the State regarding the prohibition of all types of weapons.
  • The State of Qatar is a strategic partner of the Global Coalition Against Daesh. It is an active member in all of the Coalition's working groups: Counter-Financing, Stabilization, Foreign Terrorist Fighters, and communications.
  • The State of Qatar is one of the founding members, actors and main supporters of the Global Community Engagement and Resilience Fund (GCERF), in addition to being the only Gulf and Arab country contributing to the Fund.
  • The State of Qatar believes in adopting a comprehensive approach to address the root causes of terrorism, which is based on providing education, job opportunities and development projects. The basis of Qatar's counter-terrorism strategy is investment in education and youth empowerment to support and build resilient societies. By providing humanitarian aid, supporting educational and development initiatives, and building more resilient societies, the State of Qatar contributes to enhancing security, stability and prosperity in the region.

  • 2005 The State of Qatar is one of the first countries to support the launch of the United Nations Global Counter-Terrorism Strategy 
  • 2011 The State of Qatar is an active member of the Global Counter-Terrorism Forum (GCTF).
  • 2014 The State of Qatar is an active member of the Global Coalition Against Daesh
  • 2015 The State of Qatar is one of the founding members and an active member of the Global Communities Engagement and Resilience Fund (GCERF). Qatar is the only Arab country in the Fund and the largest supporter with $10 million.
  • 2017 
    • The State of Qatar signed a memorandum of understanding to establish the Terrorist Financing Targeting Center, which includes the countries of the Gulf Cooperation Council and the United States of America (TFTC).
    •  The State of Qatar has concluded a memorandum of understanding with the  United States on combating terrorism
    •   The State of Qatar has entered into a partnership agreement with the Financial Integrity Network to be the main strategic advisor for strengthening the anti-money laundering and counter-terrorist financing AML/CFT system.
  • 2018  The State of Qatar concluded an agreement with the United Nations Office on Counter-Terrorism (UNOCT) to establish a United Nations Office for Counter-Terrorism (UNOCT) in Doha. The State of Qatar also contributed an estimated amount of $75 million to support its comprehensive strategy
  • 2019 
    • The State of Qatar has concluded an agreement with the United Nations Office to establish the International Hub on Behavioral Insights to Counter Terrorism in the course of preventing and combating violent extremism.
    • The State of Qatar has concluded a memorandum of understanding with France on combating terrorism.
    • The State of Qatar has concluded a memorandum of understanding with the United Kingdom on combating terrorism.
  • 2020   The State of Qatar concluded a memorandum of understanding to establish the United Nations Office of Parliamentarians to Combat Terrorism to support the operation of a parliamentary network to combat terrorism in Doha.
