Human Rights in the State of Qatar
The State of Qatar firmly believes that the promotion and protection of human rights is a strategic choice and a key factor in the economic, social, cultural and environmental transformation of the State. Qatar National Vision 2030 affirms this, as it includes important pillars addressing key human rights issues in the following fields:
Legislative Measures
The State of Qatar has adopted many legislative measures to promote and protect human rights, including:
- 2014A Council of Ministers resolution on preparing the National Plan for Human Rights.
- 2015Law No. (12) of 2015, which granted the National Human Rights Committee independence and provided the Committee and its members with immunity and legal guarantees, enabling it to carry out its duties, as set out in the law, with full freedom and transparency.
- 2022Law No. (7) of 2022 amending certain provisions of Decree-Law No. (17) of 2010 on the organization of the National Human Rights Committee.
Human Rights Council
The State of Qatar is a member of the Human Rights Council and plays an active role in promoting the Council’s mandate of achieving universal respect for all human rights and fundamental freedoms without discrimination, and of effectively addressing human rights violations wherever they occur in the world.
International Cooperation
The State of Qatar attaches great importance to strengthening bilateral and multilateral cooperation and to working with friendly countries and with international and regional organizations and bodies.
Qatar is keen to support all international organizations and United Nations bodies by all available means, and to provide what they need to carry out their tasks and achieve the goals for which they were established. The State of Qatar also intends to host regional offices of a number of international organizations working in the field of human rights.
