Minister of State at Ministry of Foreign Affairs Emphasizes Importance of Enforcing International Humanitarian Law Through Explicit, Direct Mechanism

HE Minister of State at the Ministry of Foreign Affairs, Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi, emphasized the importance of enforcing the international humanitarian law and any law through explicit and direct enforcement mechanism, along with the adherence of all legal international institutions to these laws to have a meaningful impact and not just an ink on paper.
Addressing a session on "Taking the Stand: Strengthening International Humanitarian Law and Accountability", on the margins of the Doha Forum 2024, within the agenda of the second and final day, His Excellency pointed out that there are so many legal methods for resolving conflicts worldwide, including the International Court of Justice (ICJ). He raised several questions about the mechanism for implementing rulings after they are issued.
His Excellency noted that Article 94 of the United Nations Charter entrusts the responsibility of enforcing rulings, if one of the parties refuses to apply and comply with them, to the United Nations Security Council.
He underlined that the world is beset by scary challenges that pose a threat to international peace and security, highlighting the role of the United Nations Security Council in dealing with conflicts and addressing them, along with the political interventions in this role, which is associated with all the topics connected to the reform of the council to make it more effective.
HE the Minister of State at the Ministry of Foreign Affairs stressed the importance of holding everyone who violates the international humanitarian law and other international laws to account via a clear UN mechanism, emphasizing that countries have significant responsibilities in this respect with Syria as an example for that.
His Excellency underlined the State of Qatar's position on what is happening in Syria which calls for enforcing the international resolution 2254 and pursuing the solution that ensures sovereignty and territorial integrity of Syria.
He noted the meeting of Astana parties held Saturday in Doha, stressing that it is imperative for all to engage in all critical matters relevant to the stability of Syria and the region.
His Excellency underscored the importance of adherence to international humanitarian law, maintaining the relevant international principles, as well as breaking the numbness and never standing by in front of criminals who escape with impunity.
In addition, HE the Minister of State at the Ministry of Foreign Affairs noted that throughout 25 years, the State of Qatar has succeeded in resolving numerous crises and acting as successful mediators globally, stressing the importance of evaluating the roles and enforcing the international humanitarian law without exception in due diligence cases.
His Excellency wondered whether sanctions were effective in all cases and emphasized the importance of exploring effective alternatives. He affirmed that incentives are a critical issue compared to the idea of sanctions, in terms of helping achieve accountability and enforcing the rulings of ICJ, International Criminal Courts, and others.
His Excellency elucidated the significance of regional dimension in enforcing the provisions and holding criminals and violators of international laws accountable, noting that what the Federal Republic of Germany has done in this regard through its judicial system, along with other nations, largely contributes to encouraging other nations to enhance their judicial systems at the local level, in pursuit of achieving international objectives.
