Qatar Affirms Support for Efforts of Special Committee on UN Charter

New York, November 05
The State of Qatar affirmed its support for all the efforts of the Special Committee on the Charter of the United Nations (UN) and on the Strengthening of the Role of the Organization, due to its importance in consolidating and clarifying the provisions of international law and the UN Charter and supporting the reform process of the UN, according to the mandate stipulated in Resolution 3499 of 1975, appreciating HE UN Secretary-General Antonio Guterres' key role in bolstering the role of the UN and achieving its goals and the purposes of the Charter.
This came in the State of Qatar's statement delivered by Third Secretary of the Permanent Mission of the State of Qatar to the UN Abdulaziz Fadala Mubarak Al Sulaiti before the Sixth Committee of the 79th UN General Assembly, on the Report of the Special Committee on the Charter of the UN and on the Strengthening of the Role of the Organization, at the UN headquarters in New York.
He said that the State of Qatar stresses the importance of reaching a consensus on the elements of the annual report of the Committee, at its session held this year. He also stressed the State's firm position on the need to adhere to the principles and purposes of the Charter, and that there is no alternative to the UN in preserving the existing international order.
He underscored the need to boost the UN within the framework of multilateral action, in order to achieve the mission and objectives of the organization, particularly with regard to maintaining international peace and security, peacebuilding, human rights, the rule of law, and sustainable development.
In this regard, Qatar calls for the continuation of the ongoing reform efforts of the UN system, including the revitalization of the General Assembly and other principal bodies, especially the reform of the Security Council, he added, considering that the Security Council is the main body responsible for the maintenance of international peace and security, and that it is essential to maintain its credibility among peoples, especially amid the current international challenges.
In this context, Qatar underscores the importance of continuing the intergovernmental process on equitable representation in the Security Council, increasing its membership and improving its working methods, especially the veto power, in accordance with the initiatives calling for restricting its use, especially in cases of mass atrocities, he said.
Regarding the issue of settling disputes by peaceful means, in accordance with Article 33 of the Charter, Al Sulaiti explained that the State of Qatars policy, based on respect for the rules of international law, attaches utmost importance to settling international disputes by peaceful means, including mediation, as it represents a fundamental pillar of the UN Charter and one of its most important purposes.
He pointed out that the State of Qatar has gained the trust and praise of the international community through the Qatari diplomacy's key role in mediation to settle disputes by peaceful means and dialogue, indicating that it has continued its role as an acceptable mediator in many international and regional crises, in order to achieve peace, security and stability.
Al Sulaiti reiterated that the State of Qatar condemns in the strongest terms the Israeli Knessets approval of draft laws banning the activities of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in the occupied Palestinian territories, considering it a dangerous precedent against the UN Charter and multilateral action, stressing the importance of strict adherence to the Charter and international law in the context of confronting international conflicts and preventing their outbreak.
