The GCC countries commend the commitment of the Independent Yemeni National Committee and legitimate institutions on their work to achieving justice

The Gulf Cooperation Council countries welcomed the issuance of the twelfth report of the Independent National Committee of Yemen and praised the fieldwork it is undertaking to monitor violations according to international standards. They also took note of the report presented by the High Commissioner for Human Rights on the progress of providing technical cooperation and capacity building for Yemen in accordance with the Human Rights Council resolution.

This was reflected in the statement delivered by Her Excellency Dr. Hind Abdul Rahman Al- Muftah, the Permanent Representative of the State of Qatar to the United Nations Office in Geneva, on behalf of the GCC countries, in her capacity as Chair of the Gulf Group, during the general debate on technical cooperation and capacity-building, within the framework of the fifty-seventh session of the Human Rights Council in Geneva. In the statement, the GCC countries commended the commitment of the Yemeni National Committee for Investigation and the legitimate Yemeni institutions on their work to achieving justice and ensuring that all violators in Yemen do not escape punishment.

They expressed their aspiration to provide further support to the National Committee to enable it to complete its investigative process effectively. The GCC countries also expressed their concern over the liquidity situation in the regular budget of the United Nations Secretariat, which has limited the regular budget of the United Nations High Commissioner for Human Rights and directly affected the Commission's ability to provide full technical assistance to Yemen.

They expressed their hope that the United Nations Secretariat would ensure that the Office of the High Commissioner is provided with all necessary resources to facilitate the provision of technical assistance to Yemen. The Council countries welcomed the continued sincere efforts made by the Kingdom of Saudi Arabia and the Sultanate of Oman as well as the ongoing communications with all Yemeni parties to revive the political process, leading to a comprehensive and sustainable political solution in Yemen.

The GCC countries renewed their support for the efforts of the Presidential Leadership Council and all regional and international efforts to achieve security and stability in Yemen and to reach a political solution to the crisis in Yemen, in accordance with the Gulf Initiative and its implementation mechanism, the outcomes of the Comprehensive National Dialogue Conference, and Security Council Resolution 2216, in a manner that preserves the sovereignty, unity, territorial integrity, and independence of brotherly Yemen.
