Qatar Committed to Humanitarian Work Despite Siege

HE Ambassador Tareq bin Ali Faraj Al-Ansari, Director of International Cooperation Department at the Ministry of Foreign Affairs has affirmed that the State of Qatar continues to fulfill its obligations towards humanitarian action despite the siege.

Speaking at Conference of the "Youth Initiative for the Middle East and North Africa", organized by Reach Out to Asia (ROTA) , HE Ambassador Al-Ansari, praised the donors' conference for Syria, held in Doha on October 18 and the meetings of mobilizing support and establishing cooperative partnerships between Qatar's private and public institutions for humanitarian assistance as well as relevant United Nations specialized agencies and the continued presence of the State of Qatar in its generous humanitarian assistance in troubled regions of the world.

HE the Ambassador said that these efforts prove the wise leadership of HH the Emir Sheikh Tamim bin Hamad Al -Thani, to place the State of Qatar over the siege.

He said that the holding of this event comes in light of the delicate and complex humanitarian conditions and conditions of conflict, displacement and asylum.

He noted that many face the death caused by the conflicts and the successive humanitarian challenges in the Middle East and North Africa, pointing out that civilians were affected by these incidents , especially the youth, women and children.

He said that the World Humanitarian Summit was a glimmer of hope and a milestone in the history of humanitarian action.

The largest consultative process in the history of the United Nations, launched in 2014 until 2016, has provided a unique opportunity to consult on the challenges facing humanitarian action, with a wide range of relevant stakeholders, governments, civil society organizations, experts and communities affected, HE the Ambassador said.

He added the State of Qatar participated in all stages of the consultative process, noting that Doha hosted the World Youth Consultative Summit, from 1 to 2 September, 2014, with the participation of more than 350 young men and women in order to convey the voices of youth as a key part in shaping the future of humanitarian work to decision-makers around the world.

He said that the consultative conference came out with the "Doha Declaration on the redrafting of the humanitarian agenda" which included priorities and recommendations after continuous efforts, consultations and analysis of great importance.

He noted that this great effort has resulted in the commitment of the Reach Out to Asia (ROTA) program to raise the capacity of young people in humanitarian work, as a key strategy to crystallize and materialize the recommendations of the World Humanitarian Summit on the ground.

The State of Qatar believes in the adoption of dialogue and political solutions to resolve disputes, avoid crises, and partnership in peace-building and contribute to international security and stability as a strategic option set out in the Qatar National Vision 2030. It is consistent with its international commitments and firm humanitarian positions, HE Ambassador Al Ansari underlined.

HE Ambassador Tariq bin Ali Faraj Al Ansari said that the State of Qatar has always called on the international community and the humanitarian community to respect and comply with international humanitarian law and to respect the rules of humanitarian action, especially when providing assistance to protect civilians, without distinction of religion, colour or race. "

The State of Qatar stressed the need to share the burdens and responsibilities of all countries of the world in dealing with global crises, such as the crisis of displaced persons and refugees on a large scale, he added.

He said that the State of Qatar firmly believes in the need to involve young people in shaping the future of humanitarian action and play a pivotal role in determining their future, noting that this forum represents a direct translation of this commitment.

The State of Qatar stressed the need for concerted global efforts to ensure the reduction of human and material losses resulting from disasters, he said.

He also called for the development of resilience and adaptation in the humanitarian response process.

He pointed out that the Qatari humanitarian work has proved a high ability at the levels of transparency and the delivery of financial transfers to the beneficiaries through official channels in accordance with the best international standards and international resolutions governing the work of development, humanitarian and relief.

The State of Qatar stressed the commitment to support education, albeit in the midst of crises, so that no one would miss the future generation of children or young people, he added.

He explained that the QUEST initiative to support the education of displaced people and Syrian refugees within the framework of investing in youth education is one of the initiatives that represents this policy on the ground.

He stressed that Qatar's international cooperation strategy, which has become one of the eight pillars of the Qatar National Vision 2030, has paid considerable attention to youth, improved opportunities and expanded options for them.

This interest is considered a complete disincentive to investing in the future of human capital, "which can devise solutions to end the crises of today's world, such as poverty, hunger, the effects of climate change, conflicts, violent extremism and terrorism which were rejected by all divine laws and international laws.", HE the Ambassador said.

The development policy of the State of Qatar gives priority to the needs of young people for future development, "particularly in the field of education under the fourth development objective, as an important component of the establishment of integrated and peaceful societies with strong institutions based on justice, accountability and efficiency in accordance with goals 11 and 16 of the international development goals for sustainable development" , he noted.

He said that the achievement of the goals of sustainable development and the recommendations of the World Summit on Humanity depended on the involvement of young people and special attention to instilling a culture of peace and development in their future leadership.

HE Ambassador Al Ansari expressed his thanks and appreciation to HH Sheikha Moza bint Nasser, Chairperson of the Board of Directors of the Education Above All, for her tremendous efforts in supporting education and humanitarian work through the Foundation.

He also praised the distinguished efforts of the ROTA program to organize the event in Doha, in addition to the benefits of the World Humanitarian Summit.
