Qatar Will Continue to Implement Development Plans Despite Challenges

New York/ Information Office/ 04 October 2017/ The State of Qatar affirmed it will continue its efforts to implement development plans and meet the requirements of social development at the national and international levels, despite the challenges it faces as a result of the siege measures taken against it.

The State of Qatar reiterated that the obstacles imposed on it would not deter it from continuing international cooperation to promote social development and expand partnerships for equitable and sustainable development for all, at the national, regional and international levels.

Addressing the Third Committee of the 72nd session of the UN General Assembly on Item (27) on Social Development in New York, Third Secretary at Qatar's Permanent Delegation the United Nations Al Anoud Qassim Al Tamimi, said that the success achieved by the State of Qatar in the field of development faces today a great challenge due to unilateral and illegal measures taken against the State by the siege countries. Those measures cast a shadow over the State's development efforts and constitute a violation of human rights reflected in their harmful effects on the cohesion of the social fabric known for its association with the peoples of neighboring countries, as well as the adverse effects of those unilateral measures on the international cooperation aiming to enhance efforts in the field of social development.

Al Anoud Al Tamimi underlined that the State of Qatar pays particular attention to young people and their role in building the country and in their participation in the development process at the national, regional and international levels, through providing education, training and employment opportunities and the proper environment for creativity and innovation, thereby protecting them from drifting into violent extremism.

Accelerating progress towards the implementation of the outcome of the World Summit for Social Development and achieving its comprehensive goals requires the international community to create an enabling environment for social development and to focus on the empowerment of individuals in their societies, especially marginalized and disadvantaged social groups, she said, stressing the importance of strengthening efforts to address the social challenges facing the international community in crises, tensions and natural disasters.

The State of Qatar has adopted a human-centered approach in its national development plans and strategies and has taken many measures at the legislative and executive levels in order to create an environment conducive to development for all segments of society without exception, through raising the standard of living; providing quality education; expanding employment opportunities for all sectors of society, especially youth and women; paying attention to the needs of older persons and persons with disabilities and enhancing their participation in the development process, Al Tamim noted.

Based on Qatar's firm belief in the importance of education as the key to development, Qatar has been keenness on supporting and developing innovative educational programs and initiatives at the national, regional and international levels. The State of Qatar has been able to access quality education services to millions of children and young people around the world, especially in conflict and natural disaster areas, through the programs and projects of various Qatari educational institutions, including the "Education Above All Foundation", which aims to protect and promote the right to education in conflict-affected areas, the "Educate a Child" initiative, and the World Innovation Summit for Education (WISE).

The Third Secretary at Qatar's Permanent Delegation the United Nations Al Anoud Qassim Al Tamimi highlighted the vital role of the family as the basic unit in the society. Recognizing the importance of the family role in social development, the State of Qatar adopted legislation and policies aimed at protecting the family and enabling it to fulfill its role in the development process.

At the international level, the State of Qatar has facilitated negotiations on the Third Committee resolutions on the International Year of the Family on behalf of the Group of 77 and China. It commended the report of the UN Secretary-General on the implementation of the objectives of the International Year of the Family, and stressed the importance to respond to the conclusions and recommendations contained therein.

The Doha International Family Institute organized a conference on "The Impact of Wars and Conflicts on Arab Families" at the regional level in October 2016, aimed to raise awareness of the suffering of refugee and displaced families. The conference provided an opportunity for researchers and policy makers to discuss issues related to family formation and war conflicts and beyond, in addition to the economic and social dimensions of these crises on the family and ways to deal with them.

In the context of Qatar's implementation of its moral and legal obligations towards the realization of the human rights of all groups of society, It has endeavored to promote and protect the rights of persons with disabilities and their full integration into the society and in the development process. Moreover, Qatar pays attention to the elderly as a key part of society. The State has developed policies and programs that effectively integrate them into their families and society, and provide health and social security services to ensure a decent living for them and their families, Al Tamimi underlined.

Recognizing its development policies, the State of Qatar ranked first in the Arab world and thirty-third in the world on the Human Development Index, which confirms the success of its humanitarian and development policy. Moreover, Qatar's response to the growing humanitarian needs in the world was appreciated by the UN agencies. Today, Qatar ranks third on the list of major donors for 2017 for the United Nations Office for the Coordination of Humanitarian Affairs, the Third Secretary at Qatar's Permanent Delegation the United Nations Al Anoud Qassim Al Tamimi concluded.
