Qatar Affirms its Support for Global Counter-Terrorism Coordination Compact Initiatives

The State of Qatar affirmed its support for many important initiatives within the framework of the Global Counter-Terrorism Coordination Compact, which aims to enhance assistance to Member States and other partners in their efforts to implement the United Nations Global Counter-Terrorism Strategy. Qatar indicated that its support comes as it is a major contributor to the United Nations Trust Fund for Counter-Terrorism.
This came in the State of Qatar's statement delivered by Second Secretary of the Permanent Mission of the State of Qatar to the United Nations Ali bin Ahmed Al Mansoori in the side event organized by the State of Qatar in partnership with the European Union and the Office of Counter-Terrorism on launching a brief of best practices in assessing and monitoring counter-terrorism initiatives and preventing and countering violent extremism, on the sidelines of the Third Counter-Terrorism Week (CT Week), in New York.
Ali Al Mansoori stressed the critical importance of the Global Compact Working Group on Resource Mobilization, Monitoring and Evaluation and the usefulness of its work including the production of the launched brief, commending the efforts of the Working Group and the European Union to develop this important brief. He also commended all Member States, the Commonwealth Secretariat and civil society organizations that contributed their expertise and good practices on this issue.
In this regard, Al Mansouri pointed out that Qatar places a strong emphasis on results-based programming and implementation. He said that the State of Qatar's multi-year financial contribution to the UN Trust Fund in 2021 provided the basic funding needed to conduct the first independent synthesis at the level of the United Nations system for evaluations conducted within the framework of the United Nations Global Counter-Terrorism Strategy. The statement lauded the efforts of the Working Group in utilizing the brief to build the practicing community of monitoring and evaluating the initiatives for combating terrorism and violent extremism, and thus contributing to the establishment of a knowledge platform for the exchange of information as well as expertise in this field.
The statement of the State of Qatar reiterated its commitment to support the work of the Working Group on resource mobilization, monitoring and evaluation in order to implement the remaining recommendations of the study, pointing out that one of these recommendations is a full assessment of the United Nations Global Counter-Terrorism Strategy to address key questions related to the effectiveness, efficiency, coherence, sustainability, relevance and impact of technical assistance.
Ali Al Mansoori stressed that the State of Qatar will continue to be part of the assessment platforms that aim to enhance the importance and impact of global efforts to combat terrorism, and pointed out that the State of Qatar hosted the first Annual Forum of Beneficiaries of Technical Assistance in Doha last year within the framework of focusing on monitoring and evaluation and aligning programs with beneficiary and donor priorities.
In the same context, the Second Secretary of the Permanent Mission of the State of Qatar to the United Nations confirmed that the State of Qatar will co-host the second Annual Forum of Beneficiaries of Technical Assistance in Morocco later this year with the Kingdom of Morocco and the United Nations Office of Counter-Terrorism, which will provide another important platform to discuss the results of counter-terrorism efforts.
Al Mansoori also pointed out, in this regard, that the forum will bring together beneficiaries, service providers and financing partners to evaluate the United Nations programs implemented in Africa with the aim of enhancing the design and delivery of technical and capacity-building assistance to Member States.
