Holders of diplomatic, special or regular passports are required to apply for a visit visa, which can be issued from airport/borders of Qatar or from the nearest embassy of Qatar.

Holders of special passports are not required to apply for visa to visit Romania
Regular
Holders of regular passports are required to apply for a visit visa, which must be issued from the nearest embassy of Romania (before departure).
Holders of Schengin visa will be allowed to enter Romania, provided that they adhere to the residence period which doesn't exceed 90 days.
