Doha /Information Office/ 18 February 2015/ HH the Emir also issued Decree No. (15) of the year 2015 to ratify the Memorandum of Understanding (MoU) on consultation between the Qatar Ministry of Foreign Affairs and Spain's Ministry of Foreign Affairs and Cooperation, signed in Madrid on 19/4/2014, and shall have the force of law in accordance with Article ( 68) of the Constitution. The Decrees are effective from the date of their issuance and are to be published in the Official Gazette.
