At the outset of his speech, HE Sheikh Mohammed bin Abdulrahman Al-Thani conveyed the greetings of HH the Amir Sheikh Tamim bin Hamad Al-Thani to the heads and members of the negotiation delegations from the sisterly Islamic Republic of Afghanistan, and HH the Amir's wishes that these negotiations will be a success and achieve their desired goals.

HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani noted that in the lives of peoples, decisive days leave immortal imprints in the records of history, and generate traces that time cannot erase, because they constitute a turning point in their path. From this standpoint, those who are characterized by wisdom and insightful vision, when facing turning points in their destiny, must assume responsibility and make fateful decisions that commensurate with the challenges of the situation, and to rise above all forms of division, fulfill the aspirations of their peoples for unity, and stop their pain by reconciliation on the win-win principle.

HE the Deputy Prime Minister and Minister of Foreign Affairs added that the lessons and experiences of history have proven that military force cannot resolve any conflict in Afghanistan, and that the only way to do so is to immediately and permanently cease fire and open avenues for constructive dialogue through the negotiating table, in order to achieve a comprehensive political settlement among all spectrums of the Afghan people.

"Is any spectrum of the fraternal Afghan people still not believe that building bridges of understanding and coexistence is the only sure guarantee for the sustainability of peace, stability, and building the rule of law and development in Afghanistan?" HE the Deputy Prime Minister and Minister of Foreign Affairs wondered.

These negotiations constitute an important and crucial stage for the Afghan people to find solutions to all controversial issues, he stressed.

HE the Deputy Prime Minister and Minister of Foreign Affairs underlined the need to overcome the unfortunate past and focus on the future and its hopes while not forgetting the lesson learnt from the past. This requires everyone to embark on the future with a steadfast spirit and firm belief in the right of the Afghan people to enjoy security, stability and unity, and to catch up with progress and never be left behind.

HE Sheikh Mohammed bin Abdulrahman Al-Thani praised the cooperation among the parties to the negotiations, expressing his confidence that they will value the responsibility entrusted to them, and will put the interest of the Afghan people in mind as a beacon for their dialogue and negotiation, in order to fulfil the aspirations of the Afghan people for peace to be an alternative to a war that lasted nearly forty years, and for security and stability to prevail in all parts of Afghanistan.

HE also pointed to the vital role entrusted to the surrounding regional countries, looking forward that they will play a constructive and supportive role.

He indicated that the challenges hindering the achievement of the desired peace in Afghanistan are well known, calling on the international community to intensify regional and international efforts to seize this long-awaited historical opportunity for the success of these negotiations, achieving the desired peace and ending the suffering of the brotherly Afghan people.
