Joint statement of the second meeting of senior officials at the expert level between the State of Qatar and the European Union

The State of Qatar and the European Union held their second expert level Senior Officials’ Meeting in Brussels, on 18.07.2023, consolidating further their enhanced bilateral cooperation. 

Based on the Cooperation Arrangement between the EEAS and the State of Qatar signed on 7 March 2018 and building on the outcomes of the first Senior Official Meeting at experts level on 4 July 2019 and the second Political Consultations in Doha on 28 September 2022, today’s meeting offered an opportunity for a candid, positive and constructive discussion.

Experts from both sides exchanged views on issues of common interest, such as trade and investment, economic diversification, development cooperation, education, humanitarian assistance, counter-terrorism, mediation and conflict resolution.

The discussions took place in three separate Working Groups on “Mediation, Security and Counter-Terrorism”, “Global Agenda” and “Trade and Economic Issues” co-chaired at senior-officials level by the Ministry of Foreign Affairs of the State of Qatar, the EEAS and the European Commission.

The Human Rights Dialogue between the two sides under their Cooperation Arrangement is expected to take place in Doha in early September and the political consultations in the same context are planned for 12 October  2023 in Brussels.

The next Senior Officials’ Meeting at experts level will be held in 2024.
